Villain is 30/13/1.5 over a small sample (~30 hands).

Bet, bet, bet ok here?
Is the river bet size ok?

not a huge fan of completing preflop. I'd prefer raising or folding, tbh.

i like bets on flop and turn. I'd probably check/call river, but bet/fold is nice too. You do plan to fold if raised, don't you?

How much of the villains range is really going to go call/call then suddenly get aggressive on a river check. River is a total blank so not a bluffing card.

I like the bet more because most of the villains range can be divided into 1) missed draws that are done regardless of what we do and 2) lots of random hands that were worth calls on two streets so might be worth a call on a third.

I also like the 1/2 pot bet sizing.

What's your plan if he raises you btw? without reads I would think it's a fold since a raise should either mean 1) flush or 2) bluff

Missed draws who try to represent a made flush, and top pair hands that go for thin value once your check establishes you don't have the flush.

But yeah, you do need an aggressive villain for check/call to be better than bet/fold. Sample size on villain is too small here to tell.

My plan for the river was to bet/fold. My basic concern for the river bet size was that it might be seen as weak and cause a missed draw to bluff raise.

As for completing preflop, the last thing I would want to do here is raise and play a bloated pot OOP so really folding is my only other option. I'm not looking to play a big pot here without flopping a big hand so as long as I stay out of trouble when I make a single pair I don't see any issue with completing even though I know it will be harder to get value when we do hit big OOP.

I like a larger river bet if we put villain on some type of ace... but since its a limped pot, and its probably draws calling here, then maybe check/calling is best to give them a shot at bluffing? I haven't seen many people bluff-raise a river before (which is probably why its so profitable when I do it :D).

Well he ran his timer all the way down and just called with J♦ 9♦. I just took a note that he might be passive. :)
