Hi guys I just moved up to 25NL and still getting a grasp on how people play at these stakes so I would like some advice from the 25NL grinders on here

My question here is can you possibly make a call in this spot or a fold would be the best play. Villain is a loose maniac who has made some crazy calls and crazy bluffs during this session but he is capable of chasing draws and a 7 in his range given his loose play.
Should I 3 bet more pre-flop to isolate the short stack and play heads up against him or is flatting with TT okay in this spot?? Also should I have shoved when P9 3 bet shoved the flop??
