Do you think you can get him to fold with another barrel? I dont think so. He called the turn and the river changes nothing. He is tight so he will have something to be calling down like this.

As Fletch said nothing has changed on the River and all draws have missed. Unless you bet large the only hands he might fold wold be a draw and you have most of them
Even Ace high might make hero call if he puts you on the draws

In spots like this where you opponent doesn't have a nutted TP hand, you can over bet and get a lot of river folds. At these stakes, it's a little harder, but against some of your OK TAG's this will work a lot.
The only thing that sucks about this hand is you having blockers for two of his more stubborn high mid pair hands that could call flop/turn but fold to a 3rd barrel. Smaller pairs will fold the turn nearly always (especially this kind of player). And that you have a somewhat draw heavy board on your end is a slight negative against you.
So you know his range is KQ/KJ,KT (but probably only suited combos for this guy), 77-TT, 44, QJ, AT, AJs/AQs. Additionally you know this kind of player will CR the turn w/ sets a ton, so I'd discount those somewhat. So I don't even need to spell it out. A lot of combos folding vs. calling. And he's the type that will fold KQ a decent percent of the time too.

I meant to add it just comes down to if you think you can get his KJ to fold sometimes, 88/99 and Tx, which is likely just AT to fold sometimes. Otherwise you can just bet small to fold out his draws.

Not a great spot to 3-barrel when the board pairs and all the draws missed. Doesn't help that you also block hearts. Given his stats, he's more likely to have Kx here and bluff-catch you than having missed draws like QJo/lots of suited hearts that passive fish play from the SB.
