When playing at say a tourney, how many of your chips are you willing to pay for info on the table?

I look at the minimum blind situation as a gold mine for finding info. At either 5/10 or10/20 blinds I sometimes will risk about 200-300 chips to find out how the table plays. Usually this works out fine for me allowing me to move my stack to the 2000-4000 point within the first two tables.

If you're going to pay for information, it is best to do it early while the blinds are low and you have chips to do it. I'll say using less than 10% of my stack for information is probably my limit.

0, to be honest.

Other loose-passive donks calling down will give me enough information. It's not like there's a shortage of showdowns in the early stages of most low buyin tourneys.

I find I can make plenty of notes on others while still playing the ideal conservative game early on, so why change it?

Why pay for info at the start of a tourney, especially one that is large. There is a good chance when you get your information, that you or them will be moved table.
