board is J3562
player 1 has 2/4 low and player 2 has 3/4 low. is it a tie? since both players have 65432 as a low. or player 1 wins since he has 2/4?

It is a split pot for Hi and Lo.

Hi = 6 high straight
Lo = 23456

As above, low pot is a split as both players have 65432. Doesn't matter whether they're using the 2 in their hand or on the board.

High pot depends on what the players' other cards were - if either of them has a seven then they'd have 76543 and that would win. If neither has a seven then it's a split same as the low pot. (I'm assuming no flushes are possible, making a seven high straight the nut high hand)

This is only true for player #1 if he also has a 3, 5, or 6 in his hand because you must use two from hole cards and three from the board.

True - that was just one example. With 3562X on the board as long as they've both got a 4 and any other 2, 3, 5 or 6 then they've both got the same hand.

My point was that Player 1 didn't rank ahead of Player 2 just because he had the two in his hand while Player 2 was using the one on the board.

The low pot should be split to the both players because they have made the same straight 65432.
