I'm going to assume with no reference to H/L, that you're talking about Omaha Hi only. The answer to both your questions, it depends on the pair(s). All 4 cards are ideally doing a job, working together with the other cards to give you the most combinations for possible nuts.
AsAcKsQc is a pocket pair, and a powerful, raisable hand in any position. Lower cards, bigger gaps, and off-suitedness further decrease hand value. For instance a JhJdTd9s (single-suited) is not a
great hand, but certainly worth of a limp. On the other hand, TT52 should not be played under any circumstances, even double suited.
Same goes for double PPs. Are they 1) high cards (nothing worse than overs hitting the table to give someone a better boat or at least set) 2) connected 3) suited. And suited really only coming into play if 1 of the pairs are Qs or above. Similar to my example above, AAKK double suited is probably the strongest hand in Omaha. 2266 suited or not, instatrash. 8899 suited or not, but suited is nice (never know when you'll hit that str8 flush lol), somewhere in between, limp worthy.
