There is a lot more to it then them just flipping on a switch and starting to allow P2P transfers again. I don't think it would matter if you had the signature of every player that plays at Carbon. If I'm not mistaken, the reason they don't allow it any more is more because of legality issues. I think it is kind of a grey area and can be considered, in some way money laundering. Not sure why some U.S. sites allow it, wile others don't. I think they are just trying to play it safe. Plus, it basically helps insure that new sign ups are more likely to deposit to fund their accounts... I personally wish they still allowed them, but I don't see them returning that feature anytime soon.
