@johnsonmad: if my "other poker games," you're referring to poker betting limits, of which the big 3 (and as far as I know, the only 3, except maybe spread limit) are no limit, fixed limit, and pot limit, then you are correct that no limit is the only one in which you can do all-in any time you want to. In pot limit, you can only go all-in if an all-in raise or bet would be less than the size of the pot at the time. It's very hard to go all-in in fixed limit unless it's your very last bet in your stack.
But there are many other poker games other than hold 'em, even played no limit. Omaha, for example. Or many stud and draw games. All those can and sometimes are played no limit.
