The key to rebuys is having an advantage over the field. When you get knocked out by variance you can jump back in and play. This is very much like cash games. You always rebuy in cash games if you have an advantage. If you have no advantage then rebuying fewer bb's is a bad idea
As my title suggests you have to get better to have an advantage. Rebuys help you play more hands per tournament so you can get better. Unless you can just immediately play another tournament which is what you should do instead. The reason being, you will be playing that 100 bb starting stack instead of 30 bb rebuy. You will then get more hands which should lead to more growth, if you are reviewing hands and studying your play.

I tend to disagree. Assuming that you're playing somewhere you have an advantage...sure it's good to "get back in" since, well, you're a better player than average. But why not just play a different tournament? After all, you're still a better than average player, so yay, you get a chance to play some more. Just like if you had done the re-buy. But here's the catch. With a re-buy, you're buying in for less than the average stack size. Whereas if you just went and played another tournament, you'd have more advantage.
Another way to look at it: if re-buying is good, why not do it five times if needed? Because each time, you're starting stack size gets smaller and smaller relative to the field. It's better to just go enter a new tournament.
(Of course, if another tournament isn't readily available or you bust on the first hand or two, it's a different story, but in general, it's better to just start a new tournament.)
