This is a very similar spot to the previous post I just commented on.

You need to punish the limpers and make in unattractive for the blinds to come along for the ride cheaply. It's not necessary to shove 34bb here, but a pot sized raise is certainly reasonable, so raising to 6.5x or maybe even a little more as we're out of position against 2 of the 3 opponents would be my recommendation.

If you then see a flop you can just over shove with 26bb or so knowing that you're ahead with top set because no one is going to have 96 or 64 here and you're quite happy for the flush draws to fold.

Preflop
Not raising here is indeed very passive, and it can even be fine to just rip it, if they are playing that many hands. You probably get a lot of folds, or sometimes they call you with hands like 66 or A5, which you are way ahead of. Or just make a normal raise and go from there.

Flop
I like a larger sizing like 2/3 pot on such a wet board.

Turn
Flushdraw completed but even so I still think, a set can bet for value. Of course it sucks, if you get raised, but its not going to happen that often, and then you just make a math based decision. Even if he does have a flush (or straight), you have 10 outs to boat up on the river, so its not like, you are drawing dead.

River
Now you have definitely run out of value with 1-liners to both a flush and straight. Clear check back and pray, you are somehow good.
