Scare cards can hit on both fronts; a flush card might kill your action and a paired Q/J/K will make for a tough river too.

I shove and cry if he folds his bluff, but I think it's the optimal line here.

Shove if you have any type of read that he'll call. His actions make me think he's more than just bluffing. He may have a strong enough holding to call you. Additionally, there are some draws out there that you are afraid of, and you'd like for him to pay you while you're ahead.

If he's bluffing, or holding something marginal (KTos, flush draw), it will probably be tough to get him to put more chips in on the river, unless a scare card comes. Thus, you've probably milked all the chips you can off of a bluff, and if he's holding a set, or a paired flush draw, he may call your all in bet.
