How would you play the 77?

Limp = set mining. Could have multiple players joining in and then I'm only winning anything if I hit my set.
Raise: Would be to something like 250? Is raising with about 16% of my stack a +EV play over shoving in this game format? Is it a better play than shoving when shoving 1690 to get 200 chips?
