Villain was passive PF, he checked back to my OOP check on the flop. Should I be calling the Turn bet?

The river is definitely a call if not a raise as we will get better to fold a certain % of the time, but leaning towards a call as he prob picks us off with 8x too often as he's a fish.

But, I'm raising pre, being oop and since he's passive we can just pick up the pot there with an ok hand, when he does call we're ahead of his range and can take him off most flops with a standard c-bet.

No, calling in hopes of catching a bluff is never a good plan. That is even more true if a passive player is betting. He had you beat >90% of the time.
