$1.50 NLHE MTT: Should I be shoving this turn?

Late stages of an MTT. Blinds are 10k/20k. We are still like 40 or more spots away from the money.

I have about 25BB in the BB and 67s flops pretty good. I'm in for the BTN minraise. I hit bottom pair and check to the raiser. Standard. I think calling a small bet is okay and then re-evaluate the turn. I turn 2 pair and hope he has a K or a T. I checked thinking he would bet again with either (Possible range: AK, AT,KQ, TJ, T9, QT maybe KT but he might have checked the flop to induce) . He checks back so he might have a T and wants to pot control. K probably bets here? The 8 on the river completes a T high straight for any 9 and J9 would be the nuts. Probably should check the river but I led out and he only called, cautious that I had the J9. Sigh. I think I played it wrong on the turn. Not much detail on villain. Only 48 hands but he was super nitty (13 9)

Would he have folded on the turn to a shove? Was that the more optimal play?

It looks like you checked with the hope of check raising. This would be a good strategy against an aggressive opponent but you indicated that he has been super nitty. the check is fine as you have a good bluff catcher and you are ahead of TPTK. I like a bet on the river for value targeting those TPTK type of hands.

Given how short he is, I think, there is a lot of merit to leading out to not allow him to check back. By getting a bet in now, you make sure, you have an easy jam on a clean river.

River
This was not a great card, since it put out a 1-liner to a straight. I think, betting bottom two is a bit optimistic, especially because a hand like a K would likely have bet the turn. So I think, you mostly get action, when you are beat, and I am kind of shocked, he just called with his straight.
