I'm not quite sure why people seem to do this other than just terrible play. They chase all the way to river when given odds that aren't really in their favor. Then when they hit something that seemed pretty obvious they were chasing, they check! Taking away any implied odds that would have given them a reason to call! Am I crazy or is this ok to be mad at?

Pot odds don't matter to them, they have a draw so they call any bet. If they miss on the turn they still have a draw so they call any bet. they don't think about the pot odds.

They aren't mutually exclusive, you aren't crazy and you shouldn't be mad. You should be indifferent/happy. If everyone played their hands correctly you'd never profit off them. You don't see the 70% of the times you win these hands ;)

He checks the river planning to check raise you obviously. Good job on your part not giving him the implied odds.

At $1+.2, you are dealing with folks who either have no clue about pot odds, are drunk, or just don't care. They likely wear mismatch colors as well, but since each item is expensive, they believe, deep in their hearts, that they look fabulous!

BTW, with that kind of poor opposition, you should charge the chasers more. Bet pot on turn and river when there is a flush draw.
