Can European players register and play online (desktop/mobile) on the official wsop.com website?

That's just crazy.. the wsop site is fully regulated now so the european part of the online wsop tournament is on GGpoker now... where US players can't play, most of US also can't play the wsop site either, must be the awesome US poker laws lol

You can use an agent, I've seen on some other forum thread about it, didn't dive in in details though.
