It's not particularly helpful to point out that the cost of producing cannabis/tobacco/coca/poppy is low, because the product will not be sold at cost. The price of these substances, where illegal, is driven by the risk in manufacturing and distribution. The price where legal is a product of regulation and taxation. The difference between the regulated price and the actual cost of production is why the illegal trade persists after legalization. Unregulated traders undercut the price floor set by the government.
