Why can't I sign up at GGpoker site? Is it not allow US? and I am from California.

No, not legal within the states although I believe they have filed some applications to open sites in states who have allowed online poker such as Michigan, New Jersey etc.

California has not sanctioned online poker as yet so there are no legal sites to play.

Yes so far i believe acr and bet online are the best options.
