Here is how I see the problem ......
It's not an issue that affects a large, or even a small, percentage of the population, so it doesn't get any attention unless the industry is lobbying.
The industry is only interested in lobbying in a few select markets in which they think they can be successful. Their lobbying, naturally, is self serving, and their demands complicate their efforts, bringing naturaly opposition from local gaming interests who see nothing to gain by going along with creating a market for international operators.
Players have been unsuccessful in making it an issue that gets attention, partly from pure apathy, and partly from following the lead of the international operators who are fighting for their own interests, not ours.
Government of, by, and for the people REQUIRES that the people participate in the process. Players are still unable to unite and get a cohesive message to lawmakers.
The absence of that player effort means that the only effort is the effort of the industry and only in a few markets.
