Why do I have to make a deposit to cash out on Poker Stars Ontario?

So i have been trying to cash out some of my winnings on pokerstars Ontario. Sadly they say i have to make a deposit first so they have some reference for me. Does that make any sense?

It's standard procedure. Just deposit the minimum ($10) and get it over with, there's no other way around it.

The more you make deposits of at least 10 dollars, the easier it will be later, in case of a big win, to withdraw a large amount of money

Yet there are several people who get suprised by this requirement (the same probably applies to having to proof your identiy or whatever) ...
Also on other news that kind of question would make sense if individual is making their first steps in poker world instead of having been there for like 5-7+ years ...
