Why do these people tank a long time when there is no reason to tank?

It is something that used to bother me, but i also used to take notice of why they are doing, under what circumstances, hands etc. Trying to possibly get a read on it. It was a pointless task and took up too much of my concentration. Sometimes there was no rhyme or reason to it. I now don't care how long someone takes, it is just part of the game. No point in letting it tilt you.
