I tried to download the poker sites listed here and they will ,only download to my phone. Why not my comp???

We'd need more information. If by "here" you mean https://www.cardschat.com/poker-site-reviews.php, I tested one of them (ACR) and it downloaded the windows installer as expected. What happens when you click the Visit Site button and then click Download on the ACR site's page?
