I guess it would be based on what you like to play. I know in Vegas I like the Orleans as it has a large amount of video poker games which I like playing when not playing at a table.
Here in Colorado we have a few nice casinos like the Lodge and Ameristar in Blackhawk.
The best is going to be in Las Vegas during wsop time. They have big tournaments at different casinos and plenty of cash games. I am partial to Florida when the WSOP isn't going on because that is where I live and there is a big poker scene here from BestBet in Jacksonville at the top of the state to Hard Rock in Hollywood in the south, to Hard Rock Tampa and the Silks, on the west side of the state, to dog track poker rooms littered up and down the east coast of Florida, there is always something going on here.
As a beginner, I don't see a good one, nowadays, lot way better players nowadays, more sharks than fishes, as a beginner you will have problem by controlling the compulsivity losing lots of stacks due this.
As advanced player I don´t see a difference, once the game is the same and you know the game´s foundations, in a nutshell Poker is Poker.
