Rules for CC games are the same like when you play some other games! You can chat with other people but only english. And actually can be very fun !

I am not sure if i understand correctly the initial question. If you see friends on the table of course there is nothing wrong to chat with them just like with everybody else as long as you do not try to cheat and help each other for example by sharing information about your cards.

I also think that you can not share information about your cards.
Unfortunately, it is impossible to track down such people.
And the chances that they are sitting at the same table are very small.
