What is the difference between three betting light vs three betting heavy?

3-betting light means you are using a bluff/semi bluff

Typical Candidates: A5s-A3s, JTs-87s, KQo-QJo
Basically anything that you would fold facing a 4-bet, but typically hands that will 'play well postflop' meaning they flop top pair or strong draws often

3-betting heavy means you have a value hand (typically one you are willing to go all-in with)

Typical Candidates: AA, KK, QQ, AK, AKs, JJ
Secondary Candidates: TT, 99, AQ, AQs
Tertiary Candidates: 88, 77, AJ, AJs, KQ, KQs

Is it ever correct to 3-bet light the higher value hands and vis versa?

That depends on the villain you are facing. Generally speaking you want to 3bet light (bluffheavier) vs people who have a high Vpip and/ or a high Fold to 3bet percentage and tight (valueheavier) vs villains who don't.

As for a general strategy vs a vacuum I would always balance my 3bet/4bet range with bluffs, as if you don't you're opponents will have an easy time reading you're hands.
