First thing, you are raising way to small. OOP with a limper you should be raising to 5x minimum .

On the flop you need to assign the villain a range of hands. You can probably discount big Ax hands because of the limp pre. There are also no real draws on the flop so villain is not semi bluffing with a flush draw or open ender.

So when you get raised on the flop, you are beating some rag A's and bluffs. But you are way behind limps with 22, 77, A7s and A2s.

As a general rule when someone limps pre they tend to be passive, and when a passive player starts raising and re raising post flop it means one pair hands are no good, especially on very very dry flops.
