If you have 15 outs with an open-ended straight-draw + flush draw post-flop, then you can go all-in with no bad conscience. With 15 outs, you have an equity of over 50%. So it's definitely worth it for you. With 8 to 12 outs you can only go all in profitably if there is a chance that your opponent will fold. Your positive expected value comes from the fact that sometimes you get your hand and win and sometimes you win when your opponent folds. If your opponent only has a small stack, he will quickly feel tied to the pot and will not fold. Then you can no longer play 8 to 12 outer profitably if you put all in. In this case, you should play your draw passively.
