Actually for tournaments PokerStars already classify 5,5$ buyin as "low stakes", while for cash games "micro stakes" goes up to 16NL.
And yes I think, there is a fairly noticeable jump from 16NL to 25NL cash games on PokerStars, which the latter seeing significantly less "fish" and more full or part time professional players.
16NL is actually fairly soft sometimes at least at full ring, which I have mostly played. But 25NL definitely not so much. Actually this is, what let me to open an account on a different poker site 8 month ago. As for MTTs there is not really a significant difference between a 4,4 or 5,5$ MTT, which would also be strange. But when you get to buyins of around 10$, the amount of recreational players does once again drop, and the regulars become better on average.
