Preflop I decide to 3 Bet squeeze with TT as CO has over 80% fold against 3 Bet from SB however I don't have enough hands to be conclusive other then he seems to be tight-passive preflop.
3 Bet could be a bit larger.

Hero 3 bet squeeze to 11 BB CO folds and SB raises all-in to 39 BB.

Hero makes the call for an additional 28 BB in a 53 BB pot.

Would you make this play against what seems to be a tight-passive player (only 86 hands though, but lvl I play is pretty nitty) ?

but assuming he has never 3bet before (in around 500+ hands)/ or with very good reads, we can make an exploitable fold which I would rarely make at that point

It's the kind of rough spot where I'm just thankful to have them covered when JJ+ is tabled (or over cards and they hit) because I'm not making the 11bb raise if subsequently folding when the short stack comes over the top.

I think I make the same play most of the time.

Versus a shorty i call.

Did he just loose a big hand? If so thn i am even more inclined, as he could be angry and tilting with any ace, big king, small pair hand.
