I'd say check-raise the flop. Enough fold equity + hand equity and you take control of the hand. That way you balance check-raises with 66, QT, Q6 and T6. J9 seems the perfect hand to check-raise bluff with on this board.

Check-calling is the worst option on the turn. The board is paired so you could even be dead already and you're not getting the right odds to draw to your straight. Either fold or raise. I like folding more against someone who double-barrels, also because it's hard to rep a value hand at this point.
