It is a fold. There is still a possibility of color and you only block an internal staircase. Very large bet size, there will be better places in another hand.

When a fish takes this line, especially at a limit like 2NL, I tend to give him credit for probably having at least top pair. I guess, you can say, that your small bet gave you the information, which you needed. He could be jamming a draw of course, but that is kind of an advanced play already, and a 2NL fish might not even be playing on that level yet.

3-bet and small cbet are totally fine, and after his jam I'd just prefer to let it go.
He could have a bunch of Kx that would play this way, and if you don't have a read that the player is spewy enough to do this with Tx or aggressive enough to jam a draw - there's really nothing to think about.
Hoping that unknown people get it in with garbage while doing almost the same yourself isn't really the best way to approach the spot
