I think that should be a fold.

If he had jammed his remaining stack, that may have been a less definitive fold, but that bet does look like he's trying to get max value without scaring you off.

Preflop
I would either limp behind or isolate to a larger size. When you only go to 3BB, its not exactly a big surprice, that you get called by everyone. And then the raise has not really done anything.

Flop
Against 3 opponents I would check and pretty much look to give up on the turn, if someone starts to bomb the pot, unless of course the turn is a 7 or an A. Betting does sort of work though, since you get two of them to fold, so at least you are now heads up. Its also good, that its the guy last to act, who called you, since he should have the widest range. If SB had called you, he had to worry about two players behind him, so he should be stronger to make the call, at least in theory.

Turn
Definitely check back for pot control.

River
Normally I always say "dont bluff catch at 2NL", but this is actually a good spot to do it. With the second J hitting the river, its less likely, he has one, all the draws missed, and you dont block any of the busted draws. Its also not totally impossible, he could be betting a 7 or 5 without really knowing, why he is betting. So as played I would call now and take a note on, what he had. If he was in fact bluffing or betting light, then you know for future hands, that he has that capability.

Unambiguously fold. Continue bet failed, turn pot control, river fold to donkey bet. I think that the villain was dragging his jack through three streets, and now he decided to get money with thrips.
