Villain could have a slowplayed sets have AJ, FDs or a maybe even a gutshot+flush draw. Either way I think his raise shows a lot of strength since it's pretty obvious you have an Ace.

In play I probably just call and probably pay off a cheapish non diamond river. Sounds like a pretty bad play but I think that's what I'd do.

if he only reps sets, what else does he have in his range? Just bluffs/semi bluffs? If so, when we raise doesn't he fold like all his bluffs and continue with sets?

Yeah I call/call. Induce from random bluffs and semibluffs and let him value cut himself with worse. Sucks when he gets counterfeit but that's not gonna happen often enough to worry imo. A guy this loose has way more bluffs/semibluffs that we want to concern ourselves with.
