could be open but most of the time it's just a fold prelfop. People nowadays often fold hands like QTo, JTo on CO because they are not that profitable as people think. Same goes with K9o.
Flop ok, turn hmm Probalby x/call is better. and probably x/c river. Or maybe x/raise turn. You are only beaten imo only by TJs in clubs and 55. Generally don't like the queen but he shouldn't raise his KQo on flop.
Sometimes he can play like that with some fd+pair. I'm not gonna fold here. Fd is crucial.
