folding river. The only draw I could see raising turn for some reason is 76 & it gets there

Depending on the villain style, he will call on the BB with a wide range, and will fold on the flop if there are no cards that can help him, or maybe try to steal if there are in a god spot.

Generally the players only raise in the turn after these actions if he have strong hands, I think he trys to defending the bb with low pair and achieved three of a kind, maybe two pairs, with A and another card, maybe he had a straight, but this is less likely, since he would pay few combinations that would allow him to complete a sequence.
