Folding after the announcement of a raise

Simple question: in live poker, I know it's okay to fold a hand after the person before you announces a call verbally but hasn't yet put the chips in. Is this the same with a verbal announcement to raise where the player has not yet put chips into the pot?

Yea its one and the same.
The player before you says raise verbally and you are next to act,
You can fold right away, even if it was a minimum raise or whatever.
You can fold only if you are NEXT to act.

Bluffzone is absolutely right...I haven't seen any casino where it would be considered in poor form.
