Hello, I will try and answer this. basically how it's done where I live is if an out of turn player makes an action. There "out of turn" action will stand unless the action changes leading up to his actual action.

For instance, Out of turn player is in the cut off. if UTG folds, and then cut off doesn't realize it's not on them yet and opens the pot. Dealer will stop his action, and let the action continue if everyone folds then the cut off's open will stand, but if any player that is still in turn makes a call or raise, they have "changed the action" and the cut off is allowed to "change their action" such as pull their bet back or decide to raise.

40: Action Out of Turn (OOT)

A: Any action out of turn (check, call, or raise) is subject to penalty and is binding if action to the OOT player does not change. A check, call or fold by the rightful player does not change action. If action changes, the OOT action is not binding; any bet or raise is returned to the OOT player who has all options including: calling, raising, or folding. An OOT fold is binding.

B: A player skipped by OOT action must defend his right to act. If there is reasonable time and the skipped player does not speak up before substantial action (Rule 35) OOT occurs to his left, the OOT action is binding. The floor will rule on how to treat the skipped hand. See Illustration Addendum.
