I'm thinking, to legalize online gambling in a country, the given country would need a plan to "control" it. Since the economic crisis is still upon us, we can't just go take a loan in a bank or elsewhere, without getting in big trouble.
And the bank can't afford to give the loan because they need the money as well.
So the given country would need a plan so that the people in that country wouldn't go broke. (All the ludomanians (or what they are called. To be addicted to gambling)).
