Can it be enough to ban "minors and addicts"? Submit a document with a date of birth, and a certificate from the brain that you are not addicted?
It's ridiculous that the ban applies to everyone - including adults and independent.

I totally agree. You can't punish the many for the faults of the few. They will find a way to play or get their fix. Seems like a crazy sanction to "fix" something that can't be fixed.
