Meh, it isn't back until you're playing with ROW, which you wouldn't be. Intrastate will amount to a couple hundred people being on at a time most likely. Which is the same reason that none of the other state-run online sites haven't boomed, too small of a player pool.
There is no stated reason any of the active States can not join a global pool of players. So in this case Stars could conceivably bring along its global pool just to sweeten the deal.
Of interest to me is how Morongo gets the headline along side the Card Rooms (the 3 mentioned are local to me). I have not been to Morongo, and have no idea of its size (biz wise), but the Commerce is the largest (sq ft) poker room in the world (apparently). The Bike is where I would prefer to play, and they are building a big new hotel. Hawaiian Gardens (last time I was there) was also getting ready to build a real structure. They have been running out of a weird Arabian/Indian temp tent-like structure that got stiff from a zillion coats of paint. They have great murals though.

Knew Pokerstar would find their way back in California. Pokerstar must have given up a lot to get the top tribal backing. Lets pray that online poker get legalize soon in Cali since I'm from there.

Both bills for the CA State Legislature contain 'bad actors' provisions that will keep Pokerstars from entering the market. Is it not obvious that Pokerstars opposes such language?
Sure, Pokerstars wants to see legislation pass, but not the legislation that has been thus far introduced. So if no amendment to the bills to remove the bad actors provisions gets added, the Pokerstars/Commerce/Bike coalition will have no choice but to oppose the bill.

Have you actually read the bills pending in CA? You seem to be conflating issues here. The 'bad actor' clause in the CA bills has nothing to do with the DoJ's position, nor does it have to. The state has the right to legislate gaming as it sees fit. There is nothing preventing CA from preventing Pokerstars from entering their market.Since the speed at which the California Government will do anything would give a snail a good race, it is fair to also assume that anything that gets done will happen after any existing bad actor clauses expire. Plus, IIRC, the DOJ lifted their decree that Stars was indeed a bad actor.
Again, you should read the CA bills. I'll link them at the bottom of this comment. But the gist of it is that any entity that accepted bets from US players after 12.31.2006 is barred. Not only are the companies barred, but so is their intellectual property. That means no other company can use Pokerstars' software to get around the bad actors clause.Add in that there was never any legally binding decision that Stars was indeed a bad actor (no court cases happened), Stars can fight this fairly easy. The cardrooms involved have quite a bit of sway when it comes to gambling decisions made in Sacramento. But even if Stars was considered a bad actor at the time Black Friday happened, then spring of '16 is the magic time frame. Again, things move too slowly in California, even with a solid political monarchy.
I would have liked to see Pokerstars fight as well, but they probably would have lost anyway, and the result would have been much worse than the settlement. That is why people/companies decide to settle.Personally, I would have preferred Stars fought the whole BF thing, forced it into the courts, and made for actual precedent. The fact that they didn't is the only negative thing I can think about Stars. Oddly, the same reasoning goes for the DOJ, who should also have forced it into court.
The other cardrooms are not going to be pleased with the Goliath that this coalition will be. The players will flock there and not to other operators. That lack of players will doom those operations.Still, it gladdens my heart to know the card rooms have chosen Stars as the partner they want to provide a solid honest game with no BS. I would imagine the other card rooms/casino's in the state to be at least very interested in that coalition. It will at least get them to a table.

Putting it off until 2015 works best for everyone that matters, which obviously does not include the players.

As hamm said however its difficult for the state-run sites to boom due to player pool, and basically people want traffic so will stay where the traffic is more often than not.
I don't know why people want to play at Jokerstars, this site is the biggest joke from all poker sites, if i show you my history hands, you will found so much unreal bad beats so you can easily think that poker is not worth playing at pokerstars....
what would be cool is if they incorporated in a way to have access to deposit and withdraw your online funds at the involved casinos
it would make sense and could encourage people to take won money out at the casino and gamble it live when they want, and deposit it back if they want when they want to play online
its a popular concept already done by a lot of horse wagering sites, where you can deposit and bet horses online but you can also go to certain horse tracks and have access to your online funds on track, as well as deposit there
