Thirteen of California's tribes sent a letter to two legislators responsible for drafting two different online gambling bills for the state, expressing their support for the Internet Consumer Protection Act of 2014. All thirteen tribes that signed the letter support legislation that would include a "bad actor" clause--meaning "...any company which took bets from customers in the United States after Dec. 31, 2006 (when the Unlawful Internet Gambling Enforcement Act, AKA UIGEA, went into effect) would be prevented from entering the California online market." Notably absent from said letter is the Morongo Band of Mission Indians, who have plans to team-up with pokerstars, which would be excluded from the ability to obtain a license to operate within California should any legislation with a "bad actor" stipulation be passed.
