With Poker Stars
if you have a Washington address you're out, period. With Full Tilt, you can reside in Washington but play on the site if you're out of the state. So the address wouldn't be a barrier in that case. IP address, not sure... it could be a laptop.
I haven't tried a proxy and don't plan to. Just playing on second tier sites instead.
