When online players say "Villain has 15/20 PFR/VPIP" where is this coming from?

Does the poker website track this, and publish it during play? Or is this from a 3rd party App? If a 3rd party app, where is the app getting the villain's betting history from? Is it just scraping it from the screen from the hands you've played against V, or is it V's entire hand history? If entire, how does it get this information? Does the Poker website make this data available to 3rd party Apps via an API or something?

3rd party apps most likely being Holdem Manager 2 and Poker Tracker 4.

I never heard of PFR/VPIP. Players say this about other players at the table?

Yes, how do 3rd party apps get player betting history?
Do you collect it while playing the opponent,
or is it provided by the poker website itself?

These are HUD (Heads Up Display) statistics that are provided by third-party software applications, as jsh169 mentioned.

Hand histories are auto-saved and/or can be manually imported into the HUD/database manager.

Why don't you check out these two links:

http://www.myholdempokertips.com/hud-stats-guide

and

https://www.cardschat.com/poker-strategy.php

and then we can address your specific questions ;)

FYI there are support threads for both PT and HEM on CardsChat ;)

Well I use Holdem Manager 2 and I am satisfied with it, even though I am not an expert in all the details and configuration.
But some stats really help sometimes to make a decision against a certain opponent.

To answer your question, the trackers (Holdem Manager & Poker Tracker are the best) gather information on the players as you play them so if you encounter a player for the first time, you will not have any stats on them.
Slowly over time you will build up a picture of their playing style that will become more and more accurate.
It has been known for people to buy and sell this information but this is not allowed by the pokersites and probably doesn't happen very often now esp of micro players

Samango, thanks for the answer.. it looks like they collect the data as you play.. the more you play, the better your data becomes..
