Does the small stakes version enough for intermediate-level players?

Both HM2 and Pokertracker have the small stakes version.As it said below:
Limits covered: .25/.$50 No Limit, .50/$1 Limit and up to $22 buy-in tournaments
I have no idea how to think about.If I divide all players into beginer,intermediate-level and high level.Does the small stakes version enough for intermediate-level players?
