Is verbal binding if action is not on you?

I want to know your opinions!

Let's say it's a heads up game, player 1 raises preflop, player 2 calls. on the flop player 1 cbets, player 2 then calls. now on the turn card, player 1 decides to bet again, player 2 thinks for a little while, player 1 then says, "I will go all in on the river." so player 2 smoothly just calls which completes his turn, now action is on player 1. Is what he said binding? will he have to shove all his chips in?

Technically not binding as action is not on him when he said it. If he says it to the dealer directly in most card rooms I know it is binding.. But it is a dirty play sometimes used by players to gain advantage or get info/read on player. If a play like this comes up easily ask the dealer if it is binding before you make decision. If there is no dealer ask player directly for clarification let him put his stack in middle before you act. Some players are legit and will follow through with action others are dirty as I said before.

Any poker room I've been to, yes, this would be binding. I've seen it happen. They guy was shocked, but he was trying to be cute to get the other guy's reaction. "I didn't mean it!" Dealer said, "Sorry, verbal declaration is binding." and he had to put his chips in. I can't remember if he won or lost, but I can still remember the look on his face when he realized he had to put all his chips in. :p

Players must make their move (exclusively) in turn,
making an oral explanation of the bet and / or placing chips in other cases is just a game of words and pressure on the opponent, as it was written in comments earlier this is a dirty game !!!

Most of the time it's all board talk but at my local casino the player who had done so, had to put his chips in. Thanks! I'm not sure whether it a was binding or not, I have had that done to me but usually the other player has done what he says he was going to do.
