Yes, because you two have similar stacks and he needs to steal the bb just to survive.
What do we think he's shoving with here? Probably ax, any pair, and a lot of high connectors (JT+). This puts you ahead of most of his range, flipping against a pretty wide part of his range, and only behind the very top of his range. Chances are you're ahead here, and you've got equity if he has AK or AQ.
I think folding AJ in this spot is too tight unless you're sure he's only shoving with premiums.

True, but if he hasn't shoved all night it must just be because he hasn't had the stack to. Not everyone recognises shoving spots. Some people will min raise a 4x UTG raise from someone who has 12bb with KK because they think: "I've got 20bb and he'll fold if I shove over."
