PKT 9s, flop 9, 2 clubs 1 villain Check or bet?

I had 9d 9c on the BB, one caller, no real reads on him, he had been tight and not too active so far. Blinds 40/80. caller on the button. I checked
Flop 2c 8c 9d

Am I betting or checking here? And if I check am I calling a raise or re-raising?

Villain had 1600 chips, an average stack, I was chip leader with 3000. Table 7 players left, 2$ buy in SnG regular (no turbo).

I just bet the flop tbh, we want to start pot building, and having the flop go check-check is a disaster for us.
