"There is no way to program complete randomness". That's why they call them "pseudorandom numbers" -- not because they aren't random, but because if you knew the algorithm you could potentially predict every number that will come up. A half way decent RNG won't have a bias that favors some numbers over others.
As for random, take 100 3x5 index cards, write 1, 2, 3, 4, ... on each one, take the pack and throw it as high as you can during a hurricane, then send forth an army of blind men to pick them up. There's always the possibility that you thumb through the cards and find the sequence: 1, 2, 3, 4, ... The probability of that is: P(r)= 1/100! Not too damn likely, but possible, and as random as any other sequence.
As for how random, I suspect the RNG used on
poker sites is more randomized than a deck of actual cards that are shuffled physically by fat-fingered players in home games as the deck is passed around the kitchen table.

$MILLIONS every year because of this foolishness, and this remains the basis of many a sucker system. You don't think the casino would be so thoughtful as to provide those hand tracking cards, and the two color pens, at
baccarat if there was
any chance this would hurt their bottom line, do you? Those cards, and the electronic scoreboards above every Roulette table are there to pander to superstitious gamblers who "think" they can outsmart a series of random independent events. Short of doing something that'll land you in prison, there isn't a damn thing you can do about -EV bets besides losing your 'roll sooner or later, and more likely sooner.
