Is it right to flat or shove with AQ 99 88 with under bbs v tight raisers I seem to bust a lot with races ?

A race is more or less 50/50 so over a large sample of hands you will win as many as you lose. With 20BB or less you have to pick your spots based on position, holding, opponents, etc then shove and hope you are not dominated and you win flips.

I am not really sure what this is meant to mean actually, but if you have say less than 16BB (not a concrete figure, but given to give a rough idea)it's going to be hard not to shove over all raisers but possibly total rocks raising in EP with AQ behind them.

You gotta win raises to win tournaments and you can't play to avoid them with such a small stack and a nice overlay from blinds and antes. At a certain point you need to be fine with flipping.

Yes, easy shove with this hands vs tight players if you both have around 15bb, because range tight players will be not only top, but sometime 22+ Ax or broadways, also suited connectors.

Guys, you can't leave out a bunch of information in the hand and think you'll get good advice.

I think its basically always a shove.

Basically rocks with the same stack as me from early position pushing I always seem to be in the cut off

well maybe you can call with hands like aq or aj however with hands like 99 or 88 you only have 2 correct options. you either fold or shove. why calling is a bad choice?. because you are commiting an important amount of your stack with a medium pair which might lose lots of value on a high flop like ak2. also unlike aq or aj, medium pairs ( 66 to 99) are much stronger preflop than post flop even tens and jacks which i consider strong pairs arent that strong in some flops, so when you have a short stack you need to take risks and you should try to avoid playing weak postflop hands on the flop. with a hand like kq, aq or aj you can make a call and see if you hit something on the flop otherwise you can just fold the hand or you can try to make a bluff specially on a dry flop.
with only 15bb i think shoving is the right option here because even if you still have 11-12 bb left to play after calling the raise you are commiting at least 20% of you stack in this hand, and hands like aq or aj are very strong postflop so unless villain is a very tight player, or there are other players involved in the hand or if its a near the bubble decision then you should shove all in with these hands.

with less than 15bbs you are commited most of the times
so you better shove to have some folding equity too
there are other times that the format is turbo and with 15bbs you are chip leader.these times you better flat call

I think it depends on various situations of the game. Your position and your stack is one of the most important parts to this action.

With 15bb and tight raisers, I would go on call/fold side.

If you are bust most of the time, then its time to be extra careful.

With under 15 BB left, it sounds like you are not catching any better cards. So I would shove with anything better than 99.

It depends on your position and your opponents position. Example: opponent raises on the button and you're in the big blind. Than it's an easy shove. If your opponent is utg or even mp and you're in late position just call and wait for the flop.
