I'm not much of a tournament player so don't take what I say as all that reliable, I'm only answering because no one else has.
There's no way you fold here, you're paying 1bb into a pot of 3bb and if you hit you get another 6bb. I really can't see the SB going anywhere and is shoving any flop. If you miss the flop you're ahead of 22-44 and any face cards that missed, if the flop is low then call/shove, if there are a ton of face cards, fold.
Putting him all in pre-flop, I'm not sure about. You've got almost 0 fold equity, and are basically a coinflip against his range. Shoving is better than folding but I'd call and see a flop.
In the 2nd question, your opponent's range is wide here. I don't know why they didn't go all in with any two when they had the BB, but now they're the button and against only the blinds, they're shoving a really wide range. 96 is getting odds
to call against just about anything here, I checked pokerstove and you're still 34% against a top 25% range (and your opponent is pushing a LOT wider than that, 40%+).
